Elizabeth Raum. It's published by Cherry Classics, originally for string orchestra and percussions, there's also a version with piano and one with wind band. It's a bit cheesy at times but it's quite fun to play. About 14 minutes long, not very technically challenging (a few register changes that can be slightly tricky to navigate, but nothing crazy), but really a good piece to showcase good tone and good phrasing and musical ideas.

Gordon Jacob Cameos is for bass trb and wind ensemble. I usually have 1st or 2nd year students play it.
Lebedev Concerto in One Movement of course.
The Ewazen concerto has some technical challenges in the 1st movement and rhythm challenges in the 3rd, but it's absolutely playable by college students who are willing to put in the work.
That Elizabeth Raum piece mentioned above is an excellent recommendation.
The Sachse concertino is a piece every student needs to learn - it's required like the David in many bass trombone auditions - and it's not difficult to learn all the notes.

I'll second that the Raum a great piece and not very technical. I heard it for the first time on D. Paul Pollard's recital in NYC not super long ago, and it was the standout piece on the program to me.
