Are the Holton 9 1/2" bells short like the 10" 181 bells?

I don't believe so. I'd need to take measurements but I don't have a 181 around. The valve cluster and cross brace are set up differently than the 10 inch version 180. Lines up much nicer. The 9 and 1/2 inch 180 flare measures around 19 and 1/2 inches. The 10 inch version is a little less than 19". Not sure how this compares to the 181.

1970s 181 bell should be off the same mandrel as the 2nd gen TR180. I know some are, but strange things came out of Elkhorn in the 1970s and beyond.
