It's an early valve design. A double piston, with each piston having only two passages - one straight through and the other with one port on the the side and the other at the bottom.

These days, you will likely see Pumpenvalven only in the horn section of orchestras in Vienna.

I always thought these were Vienna Valves. Pumpen were sorta squat piston valves. The ones we associate with pistons today are Perinet valves.
