WTB: Starter "Bass Trombone"
I have a friend who plays saxophone looking to pick up the trombone, specifically bass trombone. A tenor w/F attachment is fine, budget is about $400, case and mouthpiece included if possible.

Normally there are good deals on Ebay for the Benge 165F and 190F
You might also check out the Blessing B88.

WTB: Starter "Bass Trombone"
I'm scouring Ebay right now, with plans to check Craigslist later. However, if I can find him a horn from a Forum member, I'll know that it'll be exactly as described and I'll be getting a good deal.
As of now, the horns I'd consider most are:
Tenor-Blessing B78 and B88; Bach 42 and Omega/200B; Yamaha 356, 446, 448, 548, 600 series; Olds A20 and S20 "Basses"; pretty much any large bore Holton and the 602F; Getzen 725 and 747; Benge 190 and 165; and Wessex
Bass-Bach 50B (single); Yamaha 321/322/421; Wessex; Mack; Conn 70H/71H/72H/etc.
As of now, the horns I'd consider most are:

A real Bass trombone for $400 will be very tough to find.

$400 is REALLY on (or off) the low end for a bass -- maybe depending on what you mean by "bass". Single valve? Double valve? A "real" bass, or just something he can play 3rd/bass parts with -- like a large bore tenor?
Anyhow, if looking for a genuine bass trombone in that price range (that will actually play), you might consider something like this: http://www.ebay.com/itm/Schiller-Trombone-/222639418319?hash=item33d657ebcf:g:xs0AAOSw~y9ZA2M5 -- and making a low ball offer on it. The price on it now ($550+shipping) is right about what retail price on it is. And it's unimproved/unmodified. They're not bad horns, and I like mine -- but I've modified it in a couple of ways.
Even for a decent playable large bore tenor, $400 is probably unrealistically hopeful. In addition to the other suggestions already provided, look at the Olds horns on Ebay, Craigslist, etc. An Ambassador with F attachment is typically within the $400 (or less) range, and sometimes you can find one of the better models as well.

I think you have us all confused with your floating definition of "bass trombone" - when you really would seem to be satisfied with any trombone with an F attachment. The Olds Ambassador A20 (with F-attachment) was actually termed a "student-quality bass trombone" back in the day (early 1950s). In fact, this rugged instrument was my first trombone! But with its small bore (0.510"/0.525") and very small-shank mouthpiece, no one in the 21st century would call this a "bass trombone." But for a high school saxophonist who wants to move up and learn to play the trombone, such an instrument could be quite suitable. He/she will learn not only how to play the trombone, but also how to use the F-attachment. Transition to a true large-bore bass trombone would then be an easy step.
